This is the fundamental difference between Penetrar and standard PVA bonding agents — PVA coats the surface, Penetrar consolidates the substrate from within. The result is mechanical binding from inside the concrete, not a skin on top of it that can peel. On severely compromised concrete, diluted Penetrar can be applied up to six times until full consolidation is achieved at depth — something no surface-film primer can match.

This is especially critical on new concrete slabs in South Africa's climate, where high UV and temperature cycling place extreme stress on the adhesion bond between substrate and coating. Penetrar binds surface dust and loose particles before they can release onto wet coatings — the most common cause of delamination in paint and waterproofing systems in South Africa. Critically, it also seals the substrate pores before the coating is applied, preventing trapped air and moisture from migrating upward through freshly applied coatings. This outgassing effect is responsible for the pin-holes and blistering that undermine waterproofing integrity and paint finish quality. Penetrar eliminates both failure modes in a single preparation step — a benefit that competitors' surface-applied primers cannot provide because they do not penetrate deeply enough to seal the pores.

Penetrar works on new concrete, existing concrete, cement plaster, render, screed, fibre cement, brickwork, and masonry — making it the single primer needed across all SealPro waterproofing and painting systems on cementitious substrates. A general PVA bonding agent is restricted to interior use and re-emulsifies when wet, making it unsuitable for waterproofing primers. An SBR-based bonding agent is primarily designed as a mortar admixture. Penetrar is specifically formulated as a deep-penetrating concrete primer for use in waterproofing and painting systems — exterior and interior, above and below the waterproofing membrane.

Beyond priming, Penetrar physically hardens the substrate it is applied to. On weak, powdery, or degraded concrete — surfaces where the top 1–3mm has lost cohesion — Penetrar restores mechanical strength to the surface layer, making it suitable to receive further treatment. This is distinct from what a PVA bonding agent achieves: PVA improves adhesion, but does not increase substrate strength. Penetrar does both. The binding properties prevent the release of any dust or particles from the treated substrate, giving the concrete good mechanical strength and enhanced surface hardness. On screed surfaces, this prevents future dusting and surface degradation independent of the coating applied above.
